Louder pipes for getting noticed are definitely not the way to go, in India at least. 
Already so much honking and "shor sharaba", louder bikes will lead to noise pollution only, nothing else.
As far as the "getting noticed" point is concerned, I feel if a person is driving irresponsibly, he can even leave a louder bike unnoticed.
