No, I don't think that will fit. Even sprockets with similar fitments, like 4 holes, might not fit each other!
Fitment is just a measurement. For example, P200, Karizma & 220 have bigger chain and sprockets, you can't fit them to Pulsar 150 ... despite same fitment.

1. Well, your new UG4 has a final reduction setup of 14/39 ... But, I'm unsure about which chain/sprocket "size" it is ... One common size is P220/ 200/ ZMA size ... and the other is a smaller size of P150 UG3 / P180 UG3/ etc...
2. So basically, you want to overgear it? That means a bigger front sprocket, or a smaller rear sprocket is what you need now.
If it is Normal same Size, Pulsar 180 UG3's front sprocket (15 teeth) will do the job.
If it if Larger Size, then you can use Rear Sprocket (37 teeth) of Pulsar 220 (old DTS-Fi) ...
In either case, you shouldn't change the chain, as its 1-2 links change and chain can be adjusted to this much change,
3. Yes, any change to overall gearing affects mileage. In this case, you'll get more mileage provided the same riding style as before.
In this matter, keep looking here, as I might provide updates on which sprocket fits it.
