what the hell man, just coz you own an FZ does not mean that every other bike is bad. I could point out many cons of the fz but those would be said in a constructive manner to help the person buying the bike get a clearer idea; not the way you've posted.

Sir, as far as buying a used bike goes, I was told a very useful lesson by rx100.7050 , do not think about buying an FI bike unless you are really sure about the internals(which only happens when you personally know the person who's selling the bike......and he has maintained the bike well).

So, here's my answer to you question:

R15
The R15 is NOT a city bike, she does not do well in traffic jams, although you will get attention as if you were angelina jolie walking around without any clothes on :P. She's a bike that you can learn leaning on. She's the perfect starter bike for someone who wishes to join the super-bikers league in the future. A brilliant handler, with the best braking in any class, but sadly the lack of low-end torque makes you have to shift gears every now and then.

P220dtsi/220 dts-fi
Both the bikes are practically the same, and both are highway cruisers. As for city riding, you can ride a 220 easily, but the additional amount that you would be spending on the bike would be use-less (apart from exclusivity from all the other pulsars out there)......it would be like you'd be trying to race around a track with a rolls-royce while your competitors are in full-blown 800bhp nascars cars :P.....is the rolls-royce a bad car?? nope certainly not, but it's place is not on a race track. Similarly, a P220's place is on the open highways

FZ16
hmm, you want a city bike that looks good with fuel-efficiency of 35kmpl. the fz looks good, has good low-end torque(that means lesser need of shifting gears), delivers around 40kmpl if ridden sedately. There your bike dude. Go scout your local second hand market for an FZ
