So what if the air escapes? You use Tool1 to clean the puncture, not to hold the air. You need to move Tool1 up and down the puncture repeatedly for the puncture to be cleaned and for Tool2 to slide in more smoothly.
After the plug is inserted, rotate Tool2 in anticlockwise direction 1/4 rotations so the plug slides out of the slit and the Tool can be removed. I don't understand how simply pulling out Tool2 would help, although it may work in a crude way. This is how I have been fixing punctures for the last 4 years and my puncture has lasted the life of the tire.
