it is a huge sum. as per my views only the front fairing was broken. then what justifies 18,000?

yes... the fairing of the R15 is not available directly off the shelf. If the say 20 days then take it as a month.
well about my bike, the whole front end was changed which includes
1. front suspension
2. disc brake assembly ( front disc and caliper )
3. front fairing with the headlight
4. front fender/mudguard
5. handlebar
6. instrument console
etc etc
