Default Petrol pumps ripping people off??

Tomorrow being a state-wide petrol pump strike, I went to get some fuel for my R15. As the delivery is stated for tomorrow, I didn't have the bike and hence went with two 2 liter Pepsi bottle. At the gas station, I asked for 90 bucks worth normal petrol to be filled in each of the bottles. The responce I got was "Bhaiyya ek bottle mein 100 ka tel aa jayega.....90 ka hi dalu??"

Translation: Each bottle can hold 100 bucks of petrol, shall I put petrol worth Rs90 only in each??

Ignorant as I am, I asked him to put 100 bucks each, and to my surprise, the bottles didn't even fill up to the brim with that much petrol. I had many things on my mind so I just took the bottles and came home. When my mind came back to it's inquisitive self......I thought, I had asked for normal petrol which is @ Rs44.72 to a liter. by that calculation, I should be given 2 liter petrol for Rs90 only. But I was charged more than Rs100(as the 2 liter bottle didn't fill up fully) for what I should be given for Rs90 only.

What is this?? Day-light robbery?? Can petrol bunks charge more than what government has laid out for them?? What steps (precautionary) can I take in order that this never happens again?? Can the door of consumer court be knocked in respect of this??

I attach this photograph of that clearly shows that I was given less fuel than 2liters and was charged for more.

lol. That sucks. so why didnt you ask for it?? and its better thn what happens around my area. Heres how:

If you give him 100 RS, there will be 2 people there, one filling petrol, other standing there. The guy standing will distract you for a few mins and the guy filling petrol will just fill maybe 60RS. and reset it real fast. they cheat you reallly reallly badly.... I have caught them and they filled me an extra 50rs like 3 times but i stopped filling there and only fill at 1 petrol pump which is around 6KM from my home but there petrol is also very clean to me...

I hope the 2Litre bottle was not with the offer 500 ml extra which makes it 2.5 Litres

do you have a receipt?how can you prove to the court that you got this much petrol only?
the oil evaporates and would you be keeping the bottle as it is to move to court? you haven't used it?

HEY, your petrol rate is 44.72 RS???? that SOOOOO damn cheap yar.... gujarat is getting annoying to me now.. Our rate is 52 RS. WTF?

Delhi is cheaper in this country, BTW, its 53+ in Chennai man;
@Parth - There're humteen stories on this. You're talking about a time when there petrol pumps have called for strike the next day, which I'm sure to make more money. Now consider this, on a normal circumstance, when there're no issues at all, on a perfect day light, they cheat you by distraction & all possible techniques. Now how does that sound? Cheat for 100+ Rs or whatever possible. Ask you to pay by cash + card (this they cheat internally & not with customer). So try to stick to one good pump & let the attendants know you personally so as not to get cheated anytime.

Where do you buy your petrol from? You can sue those guys.

I do this check regularly from pumps where I fill in gas from. So far I have had no complaints! One litre petrol I ask for... and it fills till the brim when the counter shows one litre.
