Not uncommon. Have seen an Apache RTR in Singapore with Malaysia numberplates very often at the Tampines Interchange

What a funny video. The Car is swaying left to right to left like anything!
And the Apache is following it line to line, like an obedient son.

Are they racing? I don't think so, it seems like a road...

Apache rather TVS sells many bikes overseas and especially to most south Asian countries. This one in the video below is somewhere in Europe i guess with accessories for the bike. The bike looks nice though.
