There're several other things in addition. Condition of cylinder; oil seals; bearings etc. If I were you, I wouldn't pay 25K for a 16 year old motorcycle

I don't know which city you're from. City like BLR demand more, but 25K still is too much IMO. Not sure how much of restoration it might inside.
