Default Where are the traffic rules ?

In baroda, we find that most of the ppl do not want to wear helmets because;
1. They can chat on mobile while riding,
2. They can eat ghutka while riding,
3. They can spit while riding
4. Have seen some ppl texting while riding too.
They carry their helmets, if they have one, on the RVM , just to put it on in case they see a cop at a crossing.

Crossings: What are they.. they are junctions where u can go anywhere, without going around the circle or even if the cop is standing there.

Roads: There is everything on them from cows, dogs, craters, bumps, water leakages, temples (yes temples in the middle of the road).

Biggest congestion on the road is autorikshaws. they park their autos in a side-by-side manner, blocking half the road. Even if we have 100m wide roads, they would be small.
