Of course earplugs are also excellent noise protection devices against the deafening air horns... They are so loud that I wonder whether earplugs alone can bring the noise down to a "safe level", but they'll help for sure.

Well , it doesn't to be very frank. No matter which helmet you buy. Ear phones reduce the wind noise and music at low level is not going to cause any issues.
About the surrounding traffic , this is not needed in city areas but on highways where 80kmph + speeds cause wind noise. On highways , surrounding noise is not faint and will be audible even after you wear ear plugs.
