Default Speed Breakers

Hola Amigos. Is it legal to build speed breakers on main roads?
I stay at Mumbai and there's this stretch of Link Road between Borivli to Malad. In this stretch there are 5 Speed Breakers (3 on Bvi-Mld and 2 on Mld- Bvi). From these only one is a properly built one while others are real badass. If you don't notice them (no white lines) you may just fly off to the moon. Even if you do the speed breaker touches the base of scooters, you hear scraping sound.
Is the BMC allowed to place them?

I remember hearing a point from my uncle, that a speed braker cannot be build on NH. but I never searched on it or did any research. but within city limits, maybe any number of speed breakers can be built. I've seen them on roads.

I also heard that thing.
Still, I have noticed Speed breakers on few highways. Mostly when the highway comes in city region.

hey bro, I dont think we need breakers.. Right..
Coming to the the topic speed breakers should be build only under city limits, with specifications..
