I found this gauge like thing on my Pulsar 150 initially I thought it's for checking oil level but it's located at right side itself, what's this for? While engine is running something spins inside this.

It is just a sight glass.
As you have observed, RHS of the vehicle has a sight glass for checking engine oil level.
The one on the LHS (in your pictures) is used during valve/tappet clearance adjustment. On other bikes, there will be a aluminum cap or a nut+washer that has to be removed when necessary. Spinning thing is the magneto.
Don't worry them unless doing a valve clearance adjustment.
