    Default Prepare to pay more if caught riding without helmet!

    NEW DELHI: Almost a month after an expert committee recommended stricter penalties for traffic rule violators, the road transport and highways ministry is proposing higher fines for such road users. It has proposed increasing the fine from Rs 500 to Rs 1,000 for not wearing helmet while driving a two-wheeler.

    The proposal seems to have been taken after road safety activists and advocates pressed for stricter norms to reduce head injuries in road mishaps and to check fatalities.

    Figures recently disclosed by AIIMS trauma centre had shown that at least one-third of the 50,000 injured victims it gets every year come with head injuries. Women and children have a high fatality rate of almost 25%.

    Head of AIIMS trauma centre M C Misra said the hospital got between 120-150 injury cases every day.

    "While pedestrians are the main victims of road accidents, we have huge number of cases of head injuries primarily because the two-wheeler drivers and the pillion riders don't wear helmets. Women and children, who often don't wear helmets, are the most vulnerable," he added.

    "It's strange that even as we treat women and men equal, society seems to have little concern for the safety of women. It opposes women wearing helmets. We need to spread awareness among women," said Rohit Baluja, president of Institute for Road Traffic Institute (IRTE).

    A senior ministry official said that the stricter penalty norm could face a real test from some quarters considering stiff opposition to the proposal of making helmet wearing mandatory. He added that the ministry has also proposed a fine of Rs 1,000 for use of mobile phones or not wearing seat belts while driving.

    This is MUST..!!
    Women are often ignored by Traffic laws for not wearing helmet..!!
    .... I will rather ride my Bike thinking about God, then sitting in a Temple thinking about my Bike.. ..

    Society does not oppose, women themselves are not too keen on wearing helmets! Yes, it is quite incomplete to have helmet compulsory only for the rider and not the pillion.
    But the issue is, how is this going to be implemented in our country where a family of at least 4(Father with helmet, mother without helmet and 2 children precariously perched atop fuel tank or some other empty space left on the bike) travel on a two wheeler meant for two passengers only? Do you think the average Indian is going to equip his 7 year old son and 5 year old daughter with helmets every time they go out?

    good news , for far too long women have been escaping getting fined for no helmet . hope they realise the importance of safety that only a good helmet provides

    There are many people on scooters where there are 2 adults and upto 5 kids...! And that too zipping through traffic...

    Absolutely! No Govt dares to talk about enforcing just two passengers on a two wheeler law, even though it is fundamentally in place.
    On the plus side, at least here in Kerala, in a few of the major towns, helmet use has really improved because the cops have been very zealous in penalizing defaulters. The catch to that is that many of these people either wear the helmet unstrapped or hold it in such a way that they can slip it on just when they see a junction or cop.

    Sorry if i be a negative here.. but i feel wearing a helmet should be more an understanding than compulsion.. Any road law or rule is just taken seriously only for a few weeks.. People buy the cheap roadside helmets just to avoid fine.. but are these really any good to save lives?? Rather than increasing fine and thus giving a chance to the traffic-walas to earn bribes.. Why not try and take more initiatives to educate people.. that can even reduces over-speeding and increase the level of traffic sense..
    You gotta risk it.. to get da biscuit !!!

    instead of increasing fines .........awareness should be increased........otherwise all the money will go to cops pocket as bribe........what happened in pune.......helmet was made compulsory and now nobody wears it.........and nobody collects fine

    what about sardaarji's........in our company wearing helmet is must....but is sikh's are exempted....i don't want to hurt religious sentiments..........but is a pagdi enough to protect head in case of a fall.

    and women.....wearing plastic caps as helmets....

    fortunately my wife wears a full face helmet.

    I completely agree with every word you said. If the fine is increased corruption will increase drastically. What is the point in forcing someone for his/her protection by imposing fine? If he/she is a sensible person then he/she will eventually come to know the importance of Helmets. Its their heads and if they dont care about it then why should we or the government care. Its completely my opinion and no offence to anyone.

    What the government also needs to do is to ensure that the road side helmets are banned and that such manufacturing units be shut down without any leniency.. Our country is so f*&@ing CORRUPTED that getting an ISI certification is as easy as getting a candy at a store.. They ought to recommend stricter certification norms and make sure helmets are sold only with proper certification.. I have personally seen people who have died in accidents with helmets jammed on their skull and ended up having to cut open their skulls.. The last thing a person wants to see before being cremated or buried is their loved one's face, not a blob of muscle and blood in a cloth bag.. Sorry for sounding grouse, but this is the sad realization that people come to at the end of someone's negative ending..

    O.T: When i tried to get an international driver's license at my local RTO, i was demanded 2k bribe even when i said i was ready for the full arduous procedure.. When i tried calling the number posted there for the anti-corruption force, it said "Number does not exist".. How so very handy for those B@$*#%^s..
