    Default Now, in Delhi, mandatory for women to wear a helmet while riding a 2-wheeler

    NEW DELHI: The Delhi administration has now made it mandatory for the women to wear a helmet while riding a two-wheeler or even while sitting as a pillion. This order has come in the form of an amendment to the existing Rule 115 of Delhi Motor Vehicles Rules 1993. The transport department came out with a gazette notification that makes helmets mandatory for women.

    However, there is a big catch in this. The sikh women have been exempted from this on religious grounds. Though as of now they don't have any mechanism to differentiate a sikh women from the non-sikh one. Delhi police says they'll ask transport department to tell them a solution for this issue.

    This change was implemented after the transport department moved an application for the same in the wake of increasing number of accidents involving two-wheelers. The application said that in 2012, a total number of 35,767 people were killed on two-wheelers related road accidents in India, most of them were women.

    The application says that this is the "highest amongst all road user categories at 25.9% of total road accident fatalities." In Delhi alone, 576 two-wheeler riders lost their lives during 2012. Unsurprisingly, head injury caused not wearing the helmet while riding the two-wheeler was the leading cause of fatalities in these accidents.

    This move was given a green signal by the Delhi L-G, Najeeb Jung, more than a month ago. Times of India newspaper quoted a transport department official saying, "79 representations and objections were received by the department after the public notice came out. Following this, the L-G considered the religious sentiments of Sikhs as stated in their objections and made wearing of helmets for Sikh women optional." Incidentally, during the suggestions and objections process, some Muslim groups had also demanded the same relief for burqa-clad women riding pillion.

    Good news that women should also wear helmets.

    The clause on religious grounds is a bit tricky though! But safety was never a top priority in India.

    I dont think any sikh should mind this. Please wear a helmet. When sikhs can bat with a helmet in cricket and any other game. Why this relaxed behavior only in road safety.

    Regarding muslim women giving an excuse of a burqua.. I think a good full face helmet with a tinited visor would actually bring them closer to their religious beliefs.

    Very good move by Delhi Police, but I don't understand why advantage of not wearing helmets given to Sikh woman's what the difference, they are also human and comes under the same risk factor on the road...

    Good move but bad implementation. The exception to sikh ladies will eventually weave path to withdraw the law itself

    With due respect to the Sikh ladies, I think helmets should be made mandatory for them too. It's for their safety only.

    There are n number of laws but nobody follows one.
    Sometimes I feel that on indian roads if one follows rules toh sure accident hoga because of the other idiot on the road driving recklessly
    there are some sardars wearing helmets i have seen it
    But dont want to argue over this religion Vs Law of the land

    Good move; sure to raise lots of questions too. Why not sikh women, if sikh women allowed relaxation, why not muslim women, why not the rest of the states too etc.
    Anyways, I had always felt it was a necessity for the pillion, be it man, women or child. Most of the times, its the pillion's life which is more vulnerable than the driver because he has virtually no control, and most cases, nothing to hold onto tightly.

    And by the way, when does this notification come into effect from?

    Religion was supposed to bring people closer to God.... not for literally "sending" people to God.

    So, is it immoral for Sikh community people to wear helmet, is it?

    Well, do you know which religion I've found to be most honest and loyal in all my contacts? Yes, Sikh. I've had few friends and what personalities they were. This community is definitely special, overall speaking. But they still need to live for their family, friends, their own dreams, etc... I believe that their religious priests need to take initiative to check their religious preachings by Gurus, and try their best to allow such a rule to be passed without dispute.


    In the film "Speedy Singhs", many people from the same community are seeing playing Ice Hockey wearing iron turbans on the head.

    And also, a particular motorcycle racer (Can't recall name, read about him in BI) who settled in Australia still wears helmet while racing bikes. And he wears them on his "dastar", tied in such a way that allows helmet to be fit. And he makes India proud.

    Who stops Harbhajan Singh from wearing helmet on the cricket ground?

    In the film "The Burning Train", a Sikh man graciously removes his turban to help save few children from dying, even though his wife refused. Wasn't religion always about teachings for truth, sacrifice and life?


    There may be countless examples of exceptions, but seriously speaking, they need to develop alternative methods to protect themselves.

    1. They can weld and attach an umbrella cage above the bike, upto the neck height, to be mounted using the leg guard and grab rail mounts on the bike. And the rider can sneak under this cage to mount/ dismount from the bike. It will be much better than nothing, of course, useless for direct crashes.

    2. Kevlar is a bulletproof "CLOTH", right? So, can't complete Cloth+Kevlar helmets be used by Sikh community morally?
    Because even right now, they have an obligation to wear cloth "dastar" or turban on their head. This helmet can be differently designed for convenience though.

    3. They can have some airbag system on the neck, which automatically inflates on a sudden jerk or gravity tilt information by a sensor. This way, they won't actually wear something on their head. It remains on the neck normally, and will cover the head on complete inflation.
    This can be combined with a riding jacket too.


    There might be logical contradictions by members here on my post, that I might not be able to reply. I agree I'm suggesting out of the world stuff.

    But brainstorming is what we need to do, to handle the situation logically, and not politically... Keeping most people happy is not the reason why helmet was invented by Mr. Barclay or Assyrians.


    Because, the biggest moral crime right now, is sitting still and letting religion be the excuse for people bleeding and dying.
