    Default Motor Vehicle Bill 2016 Passed, Helmet less Riding fined at INR 1000

    Union Cabinet, headed by Prime Minister Shri Narendra Modi, has passed the Motor Vehicle (Amendment) Bill 2016 in order to improve road safety and prevent unfortunate events from happening on the road.

    The Bill reveals extremely hefty fines for traffic violations and it is based on the inputs of Transport Ministers from 18 states.

    According to statistics, 5 Lakhs road accidents are reported all over the country every year from which 1.5 Lakhs people lose their lives. Government is determined to bring down these numbers by at least 50% in the next 5 years.

    One of the highlights of the new Amendment is the revised compensation to the victim/victims family in the hit and run cases. The basic compensation has been increased to 2,00,000 Rs from 25,000 Rs. In case of road accident fatalities, the compensation is now up to 10,00,000 Rs.

    Also, all fines relating to helmet-less riding, drunk driving and juvenile offences have been revised with much more hefty fines and penalties. However, what is most important is the implementation of these laws. It is often seen that the laws are there but the implementation is not. What the people (including the authorities) need to realize that these are not bound by anything and they must be followed when anyone is on the road using a vehicle.

    Below is the table detailing the revised fines for all the traffic violations. Let us all hope that these get implemented without fail.

    Motor vehicle bill 2016 - seems like a lost opportunity! Lacks any vision or any ground breaking idea. It will do more harm than any good to the society as all they seem to have done is increased the penalty amount for traffic-related offenses, which will ultimately fill the pockets of already notorious traffic cops. No word on changing how driving licenses are issued to the applicants, which is perhaps the biggest problem in India as any Tom, ,Dick, or Harry can get a driving license here irrespective of whether he or she is mentally or physically capable of operating any vehicle or not.


    Similarly, no word on compulsory quality training to license applicants so that we have more educated drivers on the road.

    +1 to the above post. untill everyone can get (or should I say buy), a Driving License without any qualifications or any test regarding rules, regulations and road sense, the increased fines make no difference.
    If a person can buy his underage son a bike worth a more than lakh or allow him to drive his merc, he won't have any problem paying a few extra bucks.
    And forget the increased fines, we are forgetting that this is India, a 100 Rs bribe can get rid of any offence, be it red light jumping, helmetless riding or driving under influence.

    As usual more as a populist choice than any logic. Like in facebook where anyone who gets more likes is right.

    I can't think what's the logo behind this. If they want to really make accidents less, then build barricades on the side of highway. Don't allow any intrusion on highway. Also don't have any crossing and only underpass. Build wider roads in city and also make the roads systematic. This way accidents will decrease.



    With increase in compensation the insurance companies will immediately hike the premium to much higher levels.

    And what is the method to check the police officers if they are noting down correct offence. This will only increase corruption. And also will ring coffers of government.

    And greatest thing is that feels more like suggestion of already corrupt rto. They will demand more bribe to pass paper works as it will become more important.



    Since fines are high so bribe will be high.



    Really astonishing.

    Its like increasing the dosage of medicine rather than finding ways to prevent it.

    'Prevention is better than cure" ... but I think the newest philosophy is just paying more money to the doctor is enough !!! Yeah ... I know my phrasing is bad.

    Is increasing fines really the solution? In my humble honest opinion it doesn't even close. All it does is add more coffers to the already corrupt police force's illegal kitty.

    Education and awareness is the solution. Building infrastructure to eliminate the remaining infractions is the next step. But no ... fine people because that way they will care.

    Just take an example of all I got to face to reach office.... Underlined is the people factor and rest or L&O and Infra issues,

    1. The 30ft road to get to the highway has stalls on the side while connecting a population of ~10000 to get to office. The road has no footpaths and is broken with rim bending potholes. People come in the opposite lanes when they want to overtake since there is a donkey blocking the car.

    2. Join the 100ft wide main road which is the Bombay highway and you hit the 'JNTU junction'(not really a junction now) in 100 mts. There is a signal for PED XING. Most(~98%) of the motorists stop at RED to let the PEDs cross. But there are pedestrians crossing the road at their will and wish .... some running across and some strutting like they own the road. I had to brake in emergency because of them running across the street and my car was rear ended twice. Agreed people don't drive in lanes ... but there are no lane markings at all. 7-seater autos stop after the Red to pick up those PEDs right infront of a sign which says Autos should not stop or they will be fined Rs. 1000.

    3. Cross the JNTU junction and you are greeted with illegally parked 3 seater Autos going to Hitech/DLF/Waverock ... 3 seaters ferrying 5 people. The police comes to get their periodic 'challan' and be on their way. While I park to go to the ATM or get a fag and I get a Rs.1000 fine.

    4. Rythubazaar smells like I'm driving through a horse's ass and street hawkers and people driving in opposite to make up a small distance take up the other part of the lane while 100mts frion the U-turn the Police is busy collecting 'challans' from DCMs.

    5.The Road to Hitech ... takes me more than an hr to traverse a distance of 6kms. Reason ... people have no respect for lanes. Actually there are no lanes because there are no markings ... there are no marking because no one bothered. Come to Hitech junction and its a Autowala playground ... they take the road they want in the direction they want irrespective of the light. People driving thinking it ok to cross the junction even when the light is yellow or red. People intending to take a turn not being ins the right lane because there is no lane.

    I could go on ... But the point is that increasing the fines will only help the police and not the people. And somehow, the only time a Traffic police's job would be to control traffic is when there is a VIP passing and they need to hold vehicles. Everyother time it is to collect fines or 'challans' ... yaar ek middle class walae ko kitna lootenge.

    Rather than fine ... impose community service or educational classes. A 'drunk and drive' is only because the driver chose to drive and is even paying 20 lakhs and consolation in case of a event arising out of it.

    What happened to the guy who killed a family of 4 while driving drunk. Do we even know where he is ... That underage kid driving a Merc killing people ... do we know where he is currently.
    Make cases out of such people education the rest on the evils of not following traffic rules. Build better infrastructure so that those following the rules can have a guide and hound the police to do their job better than just write fines or collect 'challans'. Driving licences should not be issued based on how a person drives on a stupid track all by himself doing an 8 or an H ... it should be a real world driving test with the inspector observing his driving patterns.

    I see a lot of intersections in Delhi NCR now being equipped with traffic cameras.
    I don't know what happens to the footage. But it would be a strong deterrent for traffic violaters if challans follow them to their place of residence with deadlines. May be its just psychological but i do notice more patient crowd now at those intersections as compared to earlier with no cameras.
    I'm told that its a common thing in south india?

    Hopefully when it comes to the Parliament for discussion and passage opposition is going to suggest the changes mentioned above.
