for a moment i read it as NOS..LOL!

and i dont think getting a NOC would involve much of hassles if everything is right.
It would require the owner,bike to be at the registered RTO.(i guess u'll hav to get a police report that there is no pending case, dunno how its done these days).
Once u get the no objection cert, u can get the bike to your city, get tax paid(state road ply tax), & get it converted to your name & if u want, get a state reg no.

@Ramesh - IMO, yes, its little pain.

But, if you are you planning to buy a vehicle from out of state...first thing is - do not even consider buying one from outside. But if you've decided, then, here're the procedures...
1. Ensure the motorcycle has clean papers
2. Get the sale receipt from the owner
3. Get forms 28/29/30/31 signed. 28 for granting NOC, 29 to transfer of ownership of a motor vehicle, 30 to intimate transfer of ownership of a motor vehicle, 31 to intimate transfer of ownership in the name of the person succeeding to the possession of the vehicle. May be 28 is not applicable for you, but for the other person in KL.
4. Get an NOC from the local police station. Local police station is the one from where you buy, i.e. from Thrissur
5. Submit all the papers duly at Chennai RTO after getting the vehicle's PUC certificate
6. You'll also need to clear commercial tax at Chennai
7. Chennai RTO will send all these papers to KL RTO for verification
8. Once the verification is done & papers get back to Chennai RTO, you'll have to pay the road tax for TN, get a new registration number & ride away happily. I heard that one need not pay the entire tax amount, but only the difference. Eg. if KL govt charges 8% & TN being 9%, you'll have to pay the 1%. Don't ask me what happens when its vice versa as I haven't experienced the latter.

@argee - Thanks for your detailed update....this is a 96 model shogun, not in great condition but is stock....taking it from a known resource... he doesnt have the reciept but its in his name. he is now moved to Cochin and he doesnt have anybody in Trissur...is it necessary that the bike to be taken to Trissur police station to get the clearance...can we do these remotely sitting in Chennai

Find an agent/broker in Thrissur who does these things.
For NOC you need insurance, PUC certificate, Frame/Chassis number stenciled on form 28, photos. Give these things to the broker and pay him whatever he quotes. your job will be done. he will take care of the police station formalities.
Since the vehicle is not registered in your name,
First transfer the ownership to your name at Kerala RTO itself.
Then do the NOC thing, so that the NOC will be given with your name.

what happened to the rx

Ramesh it is pain Like Aargee has listed.Normally it takes 6 months for the entire thing to be completed...You have to pay Tamilnadu RTO the Road Tax on Value of the Vehicle for LIFE TIME TAX, and then claim it from the place of purchase. Look for a vehicle from Tamilnadu itself.What happened to the RX you were planning to buy ?

Well, not necessary to take the motorcycle to obtain an NOC, however, it depends on the rapport between the cops & the owner of the Shogun.

Yes, you can do it remote with vitamin M, but I strongly suggest to stay away from it. From my experience, its only the process that needs to be understood; once you understand the red tapism, you can throw all the document on their face, keep the reciepts & keep riding happily. Let them take their own sweet time to get back to you with change of ownership & regn no.

Also, these days cops in Chennai aren't that keen to extort money with out of state vehicle. Just ensure you wear good helmet & if possible wear riding gears & ride confidently & they won't stop you, unless its during night time.

RX is also in my wishlist, almost finalised on the 135 and in the mean time one of my friends said he has a 100 idle, thot of picking, just got to know about the shogun, thot will give a try, this came at some throw away price...

@ argee - Thank u so much...now the owner of the vehicle says he can organise to get me the NOC, if he gets me the form what ever said....will the process of getting the re registration done be easier...

you are extremely lucky to get these at low prices ,and here i am searching for an rx for about a year and people are asking 20k for scrap ones

Lucky? My Uncle bought one for my cousin a month ago; picked up a genuine 135, single owner with 26K clicks for 26K. Just needed a carb, filter clean up & oil change. Its running smooth.

But yes, he did a desperate search for over 6 months!!!

BTW, it was from KL5.

In addition to the copy of the NOC given to the applicant, official copy of the NOC is also aend from the sellers RTO to the buyers RTO by Govt (on IGS) post as well ? anyone having authentic info regarding this please post and help. I am talking about a NOC obtained from Hyderabad to Kerala
