Exclamation Chain noise problem :(

Hello riders
i own a pulsar150(UG4.5)(9,000K.M.S done)
I'm having trouble with my pulsar for a while and I've tried every rule in the book to fix it.
The problem started when i removed the chain cover(pulsar150 has closed chain cover) to add looks.
and i re-installed it after a couple of days due to rainy conditions.
Since then i noticed there was a strange humming sound coming from the chain near the rear end.
After careful observation i learnt that the sound starts coming at an exact speed of 55-60 NOT MORE NOT LESS
and after removing the chain cover it's gone!!!
I would like to describe the sound as a humming sound not a scratching sound,
So i removed the chain cover, cleaned the chain
and chain sprockets thoroughly.
Also checked the chain slackness and rear wheel alignment
I even replaced the chain link lock thinking it might had worn out.
Then after all that i carefully installed the chain cover in it's right place following all the precautions.
I even checked for bends or cracks in the chain cover and carefully ensured that it was not rubbing against the rear Tyre.
But the problem still continues....
I even took it to an authorized service center, and i demonstrated the problem by riding with him.
He cleaned the front sprocket and did some oiling but it was of no use.
The noise is so much that i can't ignore it SERIOUSLY!!!

yes i did by putting the bike in main stand and carefully listening to the sound of chain by rotating the rear tyre
i'm sure nothing is rubbing against the chain cover
but the noise starts coming from chain at speeds of 55-60 only
as i go up or below this speed the sound disappears !!!

did that too and checked the distance between the tyre and the chain cover
