oil is the best, i think as it ensures good lubrication throughout the length of the cable. I add a few drops of gearoil to the speedo cable

I dont know what company recommends.

This is simple logic. The grease stays for long time than oil but the problem is how you will grease the cables especially if it can't be taken out. May be you require a grease gun.
But oil its easy to apply and you can ensure overall lubrication though you may have to do it more frequently.

speedo cable for which bike/scooter..??

if you can take the cable out, apply grease. if you can't take the cable out, no option but to pour oil.

Oil, both you & company. Grease is used on fast moving parts that generate lot of heat, like wheel bearings.
