You have to get the tape removed by scratching the rims. After the tape is removed get it powder coated it will be alright after that. Or just wait for the tape to get aged after aging it will be removed easily.
Never upgrade without getting your basics RIGHT.

First peel off the rim tapes with your bare hands. For whatever sticker remains on the alloy rim, dip a cloth in petrol, wipe it over the stickered area...that'll get rid of all the white marks without damaging the paint too.

Hard luck then dude! Btw, what kind of tape was it? normal tape comes off pretty easily!

One more thing can be done put some boiled water on the tape and see whether it is easier to remove from that place then the process can be completed.

I suppose its the radium sticker, AFAIK if it is,it can not be removed without scratching the paint

well, these vinyl stickers stick on hard with time and is not easy to peel off. They leave pieces of the sticker and some glue on the surface.

There's something called a sticker remover spray... try that... it seems to have worked for a friend once.

Also, instead of petrol you can try thinner.

Next, may be you should apply a matt black matching vinyl over the sticker to cover the rim stripe and make the alloy look natural. Well, this is not a bad idea as I see Satish's RTR with that kind of sticker to cover up for paint chipped out during tyre changes.
