    It would encourage manufacturers to make better electric scooters/cars, make them more affordable and help save fuel for people like us who cant live without the sound of an internal combustion engine.

      Nothing should be tax free in a country which doesnt have machinery to generate revenues for itself from non tax sources. The method of making tax free enviroment generate loopholes for bad business games and tax savings rather than bringing in large scale sector development.

      What govt. should do is provide prefrential status for evehicles or ecofriendly vehicles manufactures and provid loans at lower rates to both manufactures and buyers. Build distribution network for eco friendly options. Generate awareness among people towards being eco friendly and ensure that govt organizations are practicing eco friendly approach when they are selecting vehicles. Ensuring low cost technology development and procurements by building a new ministry which ensures that there are rules and regulation in place to use ecofriendly technologies in industry as well in transportation services.

      Finally "Making tax free" doesnot ecourage any one to make better electric scooters" rather setting up high standards for development and providing financial benefits to those who meet those high standards of development will ensure that better electric scooters are built. Otherwise who so ever want escape the taxes will come into the make with any junk technology and would sell a few in market and then would show 100s and thousands of sales in there books of accounts to get the tax benefits. Businesshouses are there just for there profits, and tax heavens are used to convert black money into white and nothing more.

            AFAIK, They dont need registration, dont need licencse. And yes there are some countires where electric vehicles are tax free and other benifits too.
            2007 - Hero Honda CBZ Xtreme
            2008 - Yamaha YZF R15
            2009 - Hero Honda CBZ Xtreme
            2013 - KTM 390 Duke
            2017 - Yamaha FZ25

              In India the Tax structure is very heavy the government imposes many kind of taxes. Central Excise, Sales Tax, Service Tax, Value Added Tax etc. Now what happens is they give subsidies on it, Sometimes central government gives subsidies and sometimes state govt.
              Here in Chhattisgarh the Electric Vehicles get subsidies to the extent of 25% of their MRP. Thats like a Vehicle worth 40000 will be available for 30000.
              Also there is power range the power of the EV should be less than that limit to avoid requirement of any Driving Licence and Registration.
              Never upgrade without getting your basics RIGHT.

                  That is a good thing. See people will be encouraged to go for E vehicles if they are priced even lower. that is basically my point.
