I got my address changed on my DL by giving proof of residence. And everything got done in less than an hour without paying a single bribe. When a "powerful" clerk told me to come back after two weeks when I had submitted the requisite paperwork with proof of residence (passport in my case) I just went to meet a higher officer instead of greasing the "powerful" clerk's palms.

My passport address is from Kolkata. I have Airtel Post paid bill and HDFC bank statement in my current residential Hyd hitech address. Will that suffice?

Also do i need to take NOC?

@Sunand - How many month/year you intent to stay in USA? If you're stay is short term (B1/B2 visa) then you don't need to worry about IDL. Just ensure that your Indian DL is printed in English & follow state rule in US & I'm sure you'll be fine.

Even if you're going on long term (H1/L1) you can still opt to drive in US without IDL, again, ensure your Indian DL is printed in English & follow state rules for driving. However apply for a IDL after reaching USA, say in 2-3 months through International Drivers License, International Driving Licence. You don't need to apply for a test or anything.

The ideal meaning of an IDL is, your DL printed in native language is translated to English.

BTW, which state are you going to drive because there're few states that do not allow you to drive using Indian DL. Places such as CA, MN, MI, NY, TX allow you. Check the state DMV dept for the law.

The Bank statement and/or the Airtel Postpaid bill should suffice. You might have to contact the Qutubullapur RTO, which I think, is actually in Kondapur, near the Hafeezpet flyover. Barkatpura is a central area in the City, which is near Kachiguda.

There are 5 RTO offices sorrounding your residence.

1. Mehdipatnam West Zone
2. Attapur
3. Kondapur
4. KPHB Phase 7
5. Kompally.

Since your old address is in Barkatpura Region, It might be coming under Khairatabad or Uppal RTO office.

As you want to change the address on your RC and DL, You would require an address proof which is related to GOVERNMENT agency, RTO simply doesnt accept Private agencies address proofs (airtel & bank statement in your case) And added to that they might ask you for a Clearance certficate for your RC and DL since they do not belong to RTO office in area which you are residing.

First try to catch hold of an agent at Kondapur or KPHB Phase 7 or Attapur RTO offices, Get the details from them but dont give them the job to do, They take almost 100% extra amount. Get all the details required from him and you can do rest.

Though AP's RTO offices are all computerised, the people operating them are still struck in age old equipments.

For you address proof you can get an Affadavit prepared with support from your Airtel Bill or Bank Statement. You can either get address proofs from your residence owner too.

If the address on DL/ RC is an old address, what issues could one face in case the vehicle meets with an accident. Insurance Claim or any other issue?

Barkatpura comes under the Malakpet RTO limits. Since a few years now, the RTO people have stopped registering vehicles and/or issuing licenses for people who provide addresses outside the specific areas covered by them. I recently had gone to the Uppal RTO to get a friends vehicle registered and was told this by the clerk at the RTO (I cannot guarantee this). His old vehicle was registered at the Tirumalgiri RTO but they declined this time around, though he lives in the same house. Since Sunando lives in Kondapur, he has to go to the Qutubullapur RTO that is actually located in Kondapur. Got it confirmed after my first post. I had my license done by submitting an LIC Insurance affidavit, that contained my name and address. So, I know for sure this works and since Riaz has mentioned that your Bank Statement or Airtel bill will not be accepted, you might want to check this.

Strictly speaking, it is a legal requirement to get it changed. It might be relaxed for some time (12 months), but sooner the better.
