  • No need to carry driving license or RC papers while driving/riding

Gone are the days when you would need to carry your driving license or vehicle’s RC papers while driving. Ministry of Road Transport made it official in an issued notification that digital driving license and vehicle's RC papers stored in DigiLockers are now legally recognised.

It is at par with the original documents as per the IT Act 2000 and is valid under the Motor Vehicles Act 1988. This new rule is effective immediately. It is addressed to all the India State's Principal Secretaries, All Secretaries of Department of Transport, DGPs/ ADGPs(Traffic) and all State/UT Transport Commissioners as well.

The Road Transport ministry, led by Nitin Gadkari said that there were a number of RTI applications received by them, requesting them that DL and RC to be legalized on the DigiLocker or the mParivahan app.

DigiLocker is a platform built by Ministry of Electronics and Information Technology which has the facility to store a citizen's Driving Licence or the Registration Certificate or any other certificate in a digital form.

Apart from the Driving License and the RC of the vehicle, it can also store insurance of new vehicles and renewal date of a car's insurance is also being uploaded by the Insurance Board (IiB) on the Government's Vahan database.

This notification has made it clear that every state accepts DLs and Vehicle papers on DigiLocker and mParivahan. In case of impound of any vehicle, it will eliminate the possibility of the physical seizure of documents.

Superb decision, but when will it be implemented practically?
You all know how the traffic constables etc always give lame excuses like "we are yet to receive said decision in official circular". When can we expect to show digital papers to all the traffic police guys across the country?

Can someone explain how to access DigiLocker and mParivahan. I'm not sure how it works.

Both these apps can be downloaded from Google Play for Android phones. DigiLocker mParivahan. One has to create profile before searching the linked documents. While Digilocker links all the documents like RC, DL, LPG voucher, etc. based on Aadhaar authentication, mParivahan stores not only one's own vehicle details, but also others', if the chassis and engine numbers are known apart from registration numbers. I have downloaded both these apps and saved my RC and DL details.
