But it doesnt say whether its mandatory to have the HSRP on your vehicle permanently, meaning you could still take off the plate and get a custom plate made. As for snap locks, not much of security in that...

The circular states that
"The registration plate fitted in the rear of the vehicle shall be fastened with non-removable/non-reusable snap lock system. For that sake of better security, at least two such snap locks shall be fitted. "

This is to make sure that the plates are not easily stolen. So it won't be easy to remove the HSRP. And the last I read somewhere, you should visit the RTO to get the plate removed. Removing or affixing the number plate outside the registering authority (Might be RTO) is illegal and is a punishable offence.

in Hyderabad you must be knowing, we have been using the hsrp plates for a couple of years now.
of course legally it is mandatory and any tampering is an offense
they are not welded or anything.. just rivets that can be popped in a minute if you have the right tool. just that it is not a nut/bolt that can be unscrewed relatively easily.
the bigger picture here is that these plates have a hologram and a code, and standardized fonts (which might in the future be easier for cams to pick up/process the digital images, if and when such a tech is adopted)

yes, these plates are installed at the RTO and you pay a little extra apart from registration charges. we have had this implemented in Hyderabad since a couple of years for new vehicles.
old vehicles continue to run on regular plates.

I did not know it was legally required to have HSRP. I thought it was like an optional thing for those who wanted security because cops did stop me several times during routine checks but never questioned me about the RP sticker on the front and non HSRP rear plate.

I think if implemented properly is a solution to all the fancy plates and fonts used on the plates. So many use the vehicle with only temporary numbers for more than 6 months ,so if the onus falls on the dealer to give a registered vehicle with a standard number plate it would be ideal .Of course implementing a rule is another thing alltogether .

like almost every other law, enforcement is a joke.. adding to that confusion is older vehicles do not have hsrp, and in between hsrp was stopped in 2014 for sometime when telangana was formed (for e.g. my oct 2014 bike did not get hsrp while some vehicles in 2013/2014 did get hsrp).. so you have a mix of both hsrp and non hsrp legally roaming our streets. around early/mid 2015 again hsrp was implemented for all new vehicles here in Hyderabad.

Here in J&k, it is necessary to get High security number plate fixed and only after that you will be provided with RC.

This is great move. It saves a days pain of getting that plate fitted. Also, breaking of these plates are common, now people can get it done through the svc.

Hope quality of plates get improved too.
The paint on number plate can be easily removed by scratching it,or applying petrol.
