Wink pulsar150 starting issue

Hello bikers,
I own a pulsar150 UG 4.5(9,000KMS done)
the problem that i'm facing is that when i turn off the fuel tap and leave the bike for 2-3 days the bike refuses to start<<
however when i leave the fuel supply on and then leave the bike for same no. of days the bike starts in one go
this problem exists all time of the year whether hot or cold
i've checked the fuel lines and air filter fir choking and replaced both the spark plugs.
is there a possibility that the carburettor's float bowl is having a leak somewhere ??

that's not a real problem and happens with my dazzler too. the only solution(as far as i know) is on the fuel for 5 min then start the bike. It should start, if it doesnt start use the choke for a min(but dont start the engine). Then close the choke and start the engine.....

also i would like to add that my right spark plug fouls at 3000-4000 kms and that's quite less i guess ??
i've changed 2 spark plugs in 10,000 K.M.S. !!!
both on the right side
the ignition coil is ok
and i used the correct heat range for spark plugs
could it be due to a little lean mixture that i'm currently using??
also my engine sounds tik-tik at idle rpm not that much but it is audible if you pay attention

Clean the carb float bowl ,drain-tube, float and float hinge pin . Replace the float-valve .. the pin like thingy with a black rubber tip . While you are at it , you may as well clean the jets & other carb parts too in one go .

Thanx everyone for their advice
the heat range of both the spark plugs is same in the manual
can we try different heat range spark plugs on either sides ??
any recommendations ??
also i'm planning to go for dual electrode spark plugs any suggestions
P.S. i don't have enough budget for the expensive NGK's or worthless ignition cables !!!

tik tik sound is also audible in my bike... IMO maybe all bajaj bikes have this character.
