A hybrid or road bike suits you, i would suggest you buy a hybrid. The only road bike you get in this price range is Bsa or Hero. Hybrid you may check for Hercules Act, Montra. Also you can try for second hand ones, if you get for a good deal.

The FF Target might be a good bike for you. Even the Montra Jazz, though I don't know the cost of that bike. The RR 5.0 should also be well within the budget and satisfy all your needs. Check them all out
Biking is not about what you have between your legs, its all about how well you use it!!!!!!!

Have you seen the tyres on the RR? It is semi slick.

The FF has proper MTB tyres, but that can be downsized, it has a reasonably comfortable frame.

Neither have a rear suspension and are decent for the budget that he has. I can't think of any better Hybrid in that price range

Bad Attitude is a fair bike for the price. Good for the distance and conditions you have mentioned. Dont fall for the looks of the fork, its crap.
Take a test ride and decide
