There are multiple cycling stores in and around Gurgaon. The Bike Shack in Super Mart I and Cyclofit in Ghitorni are a couple which come to mind. Pedal Up Studio in Sikandarpur also.

If you are looking for used bikes you can check out Cyclop a group on FB. A friend of mine is selling off his MTB for around that much in Gurgaon. If you want i can share his details with you.

My suggestion would be to visit these stores and check out what's on offer and after that you can make up your mind. You can also visit Decathlon on Sohna Road to see some VFM bikes.

As far as cycling groups are concerned. Gurgaon has Spinlife, VeloGCR, PedalYatris and a bunch of more groups big and small!
