Yup!! Thats an Air horn. I also had it on my scooter during my college days. Its a good way to disguise one's two wheeler as a truck.
That is not an Air tank. It is the motor which sucks air from around and then pressure blows them through pipes.Rachit K DograComment

yup that's the motor of an air horn, the tubes you see going from it are connected to the horns, i had a bigger one on my car
I think the TS thought its some performance mod, a turbo maybe
