  • RTO passing for bikes over 15 years.

    Hi Friends

Does anyone know the process and the charges in order the renew the bike once its crossed its scheduled 15 years.
I am asking this cause someone quoted me 5k as some green tax, and I have no way of confirming this as I am currently overseas.
My main concern is that I am looking to purchase an RX135 4speed 1998. The seller is quoting 25k. Do you think I should go for it, considering it will require to undergo passing next year.

    Regards
    Raj

200% sure its not 5K; I renewed in 2007 & I vaguely remember it was something like 1.2K or so. I should be going in for paying second green tax second time by next month; will get you accurate details by then.

Regarding Rx, I've no say as there're threads discussed to death to consider buying an Rx or not.

Not Sure about Mumbai, I did FC my 95 RX100 in Feb'12 & also I had to pay a penalty as the previous owner had not done in 2011, I had paid a penalty of Rs. 260/- & Green Tax of Rs. 500/- + Rs. 25/- for name transfer & it dint have a Insurance so paid Rs. 491/- ...i dont think anything beyond that is required...additional I had paid Rs. 200/- to one of the broker to complete all the above said formality

Its actually state dependent tax and is different for every state, but me too doubt that its going to be 5K.
          Last inquired about 6 months ago was 500 for a 87 RX-100.

the procedure is simple - take your bike to the RTO of your area i.e. if you bought from that particular area. Show them the bike and submit them the original RC, they will give you a slip which you have to keep it properly. This time you will get the RC for only 5yrs. The rate varies as per the state, so you will have to find out that yourself.

                Mumbai:-
                Green Tax - 2000/- + Penalty - Rs. 250/-,
                Passing - Rs. 850/-
Agent Charges Rs. 300/- to Rs. 500/- (Can be done without agent too but its more time consuming with the corrupt nature of all the officers there)

Also the bikes Engine and Chassis number (with print-ability) has to be clearly seen.

Paid this for My Bullet in 2010 and Shogun in 2012.

Re: RTO passing for bikes over 15 years.

Want to share my experience of re-registration and fitness passing experience of RX100.
I completed whole process myself because I hate agent system in RTO which has eroded the whole system of RTO.

My RX-100 has completed 30 years and 31st is running.
This is her 4th time passing after completing 1st fifteen years.

                    Day-1:-
I went to Andheri RTO (MH-02) in Mumbai
In Maharashtra state, from Oct-2010 there is green tax applicable for vehicles older than 15 years.
Green tax for 2-wheeler is Rs. 2000 for 5 years.

Since I had not paid the green tax due to lack of knowledge, I had to pay following amount towards green tax:

Rs. 2000 For the period of 15-10-2010 to 14-10-2015
+ Rs. 2000 For the period of 15-10-2015 to 14-10-2020
                    + Rs. 2000 Interest on Tax (Tax Period 15-10-2010 to 14-10-2015).....till Sep-16
                    + Rs. 570 Interest on Tax (Tax Period 15-10-2015 to 14-10-2020).....till Sep-16
                    ----------------------------------------
                    Total Green Tax: Rs. 6570/-
                    -------------------------------------------

Then I filled form no-25 which is for renewal of certificate of registration and attached other necessary supporting documents.
This form requires 3 signs from Clerk, Auditor and Dy. RTO

RTO Mumbai is now making all the records digital. So they asked me to deposit my RC Book along with Form-25 so that they can convert all physical records to digital.
I submitted, RTO officials told me to come after 20 days since they require enough time to perform data entry of old records.

                    Fees with Form-25 Rs. 160/-

                    Day-2 (After 20 days of Day-1):-

RTO asks us to verify printed record of old data and report the discrepancy in the same. Mine had lot of mistakes, like wrong chasis and engine number etc. I had to get it corrected. Then I submitted "BT/BTI" form which is to be submitted in case of alteration in the vehicle has been done. Since I chad changed my RX-100 color from Red to Black, I had to submit this "BT-BTI" Form.
I had to wait for 2 hours outside the cabin of Dy-RTO to get approval sign on BT-BTI

                    Day-3 ;- (Bike's Fitness Testing Day)

I had to bring my bike to RTO Test-Ground which was as good as dirt racing track. Fully covered with water and red mud. (Thanks to heavy raining)I had to wait there for 2 hours because RTO testing inspector was not there. When he came, all agents surrounded him like a king is surrounded by servants. Agents were not giving any chance to common man to approach the RTO-Inspector.
Somehow, I managed to approach him. He looked at my bike, and asked me to start. Then he wrote something on paper and asked me to take chasis number pencil print on Form-25. One agent who was a kid promptly come ahead took engine number prints on Form-25. And asked for Rs. 20/- for that silly job.

Then again i had to approach RTO-Inspector, One agent put date stamps on my form. Inspector ordered one agent to prepare BTT-BTI order which is for change of color. I had to wait another 30 minutes to get the same. Finally inspector signed and then again I came back to RTO main office.
They told me to come next day again since document scanner was not working.

                    Day-4:- (All Documents submission day)

I filled form no. 33 which is for change of address on RC-Book. After that a final order for renewation is generated by staff. I had to get it signed by 3 people.
One from clerk, 2nd from Auditor and third from Dy. RTO. It took 3 hours to get it signed.

                    Fees Paid

                    Delivery Charges-By Post: Rs. 50/-
                    Alteration of Vehicle: Rs. 50/-
Change of Address : Rs. 120/-
                    ----------------------------------------------
Total Rs. 220/-Overall it was very frustrating experience. I had to run from window to window and floor to floor.
Agent system has destroyed interest of common man in RTO
