2 schools of thought on this topic. However I would do it to be 100% safe. One doesn't make the oil filter drip with oil, just soak it lightly and well.

The oil pump would anyways fill all galleys with oil in 10 sec max. So, it mostly doesn't quite add anything to the process.

I would only do it to be boringly over cautious.

P.S - if the vehicle stands for a couple of days without running, it comes back to square one. We don't re-soak the oil filter in those cases, do we?

Not required, the pump is powerful to get it done within very little time, and you obviously have sufficient lubrication already in the top to sustain this.
