I want to get some perspective on my situation here.
I am trying to get my out-of-state motorcycle (UP regn) re-registered and apply for a KA licence plate here in Bangalore.
I have visited RTO Koramangala for getting this process done.
I've filled out all the forms and provided all documents. I've got my vehicle inspected and got all the necessary signatures and seals by various employees of the RTO. The final step of the process is to take all these documents to the superintendent.
The superintendent is refusing to accept my proof of address.
I have a rent agreement with the owner's signature. However, the electricity bill doesn't have the owner's name. It has the building's previous owner's name.
The superintendent is asking me to tell my building's owner to get the electricity bill to appear in his name (instead of the previous owner's name). This is something that simply cannot happen. My landlord has no obligation to go get this done.
I've provided multiple address proof documents:
1. Rent agreement with current owner's signature.
2. Sworn affidavit stating my address
3. HR Letter from my company, confirming my employment with them and my place of residence.
4. Bank passbook, with attestation from the bank
5. Electricity bill (but it has the building's previous owner's name) (I also have the original, to prove that the bill is being delivered to me).
I've provided all these documents proving my present address, ample proof that I am staying where I say I am staying. Yet the superintendent insists on me somehow convincing my building's owner getting the electricity bill transferred to his name from the previous owner.
This is something that is simply not in my hands.
The RTO website also states that a sworn affidavit will do for address proof - which I have provided. (FAQ | Govt. of Karnataka Transport Department)
But again, the superintendent just keeps sending me back.
He says since I've done all the payments (road tax, payment for new RC etc. etc.) my documents are valid for 12 months, and I should go get matching names on the electricity bill and the rent agreement.
What can I do here?
Isn't what I've provided enough?
I've found an email on the RTO website for some 'public relations officer' for grievances ([email protected]). I've also filled out the 'grievance' form on the RTO website. It's been a couple days since I did that - I don't really have much faith that someone reads these emails or cares.
Anyone have ideas?
I almost feel like the superintendent is having fun with me. One would think after going through all this stuff without an agent, they'd appreciate it. Or did they want me to go through an agent so that they could get a cut or something?
