Tires are ofcourse black from showroom unless you want to change their colors; if you need the engine also in black in color, sorry, no idea, some experts can throw some light

Again, are you expecting it on the used one or planning to buy new one & fit them? If you're planning for a new one, the price range might go upto 7K including labour

i can help you finding a enfield but can u ell me why you are searching for enfield then i can i suggest you some precise ideas , the clour combination you are going for is mix of army and civilian this sometimes damages the tates and orginal looks,
o you can plan it better , last but not the least are you looking for vintage enfield or plane one,
