You can get most parts from the Bajaj Outlets. There will be a holographic sticker on a sealed cover for all Bajaj Genuine parts. 30kmpl is pretty less for a P150. However, you might get the spark plug checked before replacing it. Get the carb tuned and clean the air filter and check and change the engine oil. Shell Helix or Valvoline should be good. Where are you located btw? There are many members out here owning Pulsars and you can try asking for help from people in your city/town, most here are ready to help !!!

The less mileage is probably due to the worn out clutch plates that you mentioned. Do you have to rev a lot to get the bike moving from standstill? What's the RPM at a speed of say 50km/h?
Spark plugs have to be changed at 10k kms according to the manual.
Spark plugs from Champion are the ones bajaj people use. but NGK and Bosch are equally good..
For 20w50 rating Valvoline 4T Premium semi synthetic is the only oil available.
for 20w40 there are a lot of options.

There is a 3D hologram which when scratched shows genuine written.

          1. Change the spark plug. Get Champion spark plug. Rs. 50-60.
          2. Buy original clutch plates and pressure plates from Bajaj service center. 4 clutch plates ( Rs. 55-60 each), 3 pressure plates (Around Rs. 50 each)
          3. When you change the clutch plates, you will have to change the engine oil as well. About Rs. 200/liter for mineral oil.
          4. Labour: Rs. 100-150.

Regarding genuine vs. spurious, genuine plates will come with a hologram on the pack.

One thing that I forgot and is quite important.

            5. Buy a new air-filter. Costs Rs. 25

Since your bike is quite old.
along with replacement of all of above spares,

                1. replace front fork oil. castrol is good.
                2. swingarm bush
                3. Replace front disk brake oil
                3. check cone set, brake pads, chain and sprockets for wear and tear, accelerator and clutch cables, tappet setting.
