the air filter of any has bike have to be replaced at certain intervals and riding a bike without an airfilter may damage the engine.

When was the last time you changed the filter? If cleaning the filter doesn't work, get it replaced.

Never even start the engine without an airfilter !
Dismantle the filter you took out . It shall have three main components . Replace the two foam parts with new ones from HeroHonda service center / authorised parts dealer. Ensure the foams are properly oiled with 90wt gear oil or a heavier engine oil . Refit the whole thing as it was , caring to grease all the mating lips a bit . Then you can ride your cd100 for 16 more years without cleaning your airfilter again , LOL .
