I meant to ask; is your clutch dragging i.e. Not able to dis-engage completely when you press clutch lever

well, as for my experience, I think there is no problem with clutch. When I press clutch lever, engine rpm instantly drops to idle, so I think plates are alright.

Have you consulted any good mechanic or service supervisor?

Re: Gear shifts and Engine breaking

Up-shifting (say 3rd to 4th), if I first pull in the clutch completely and then lethargically shift, the gearbox seems notchy. However, if I simultaneously (near simultaneously actually - shifting a millisecond after starting to pulling in clutch lever) do the disengaging and shifting, the gearbox seems very butter smooth. What is the best way actually ?

The cable might have stretched or the clutch cable need adjustment I think. Do not think it can not happen since it is a brand new bike, it is an RE after all and we all know how good their build quality is. The procedure you followed is correct and it looks like you need to be a little bit faster, anyway RE is not about pickup or hooliganism, it's more about a relaxed ride.
