I've moved from Pune to Bangalore a year back and now I'm returning back to Pune. I've taken the NOC from Pune RTO before coming to Bangalore.
Now that I want to return to Pune I talked to an agent there who said I'll require a clearance certificate from KRPuram RTO mentioning that I did not register my bike here.
I went to the KRPuram RTO office and gave the NOC and original RC and explained to him. He simply gave back the NOC and said "get the bike registered here first, then I'll give NOC". Luckily a gentleman behind me mentioned that a document called "Non-Migration Certificate" would be sufficient.
I was caught unawares as I didn't know the procedure and so roamed about in the office and found an agent. He took a white paper and wrote an application. I'll explain what he did below so someone can try it without contacting an agent

I've attached a pdf of the application he wrote. The from address is the address on the RC book.
He took the N.O.C, original RC and the latest insurance. He bought an envelope with a certain amount of postage stamps attached to it in a shop nearby.
All of them are pinned and submitted to the A.R.T.O office. In the evening he called and said it is done. All they did is to write the below on the application I submitted. It was signed and two stamps of the RTO office are stamped on it.
"The MV no: ____ not migrated to this office by way of trasfer or change of address as on <date>"
He took Rs.1200/- for this and mentioned something about a peon doing the stamping etc.
So I thought if friends are aware of this procedure atleast they can confidently approach and maybe get a better deal than me or even get the NMC

Once in a while I remembered that episode and thought why I spent close to 6k and still couldn't confirm the status. Thanks to the recent VAAHAN sms thingy, I sent the sms and finally got a reply that the bike is indeed registered to me.
