    Hey Guys,

    I've moved from Pune to Bangalore a year back and now I'm returning back to Pune. I've taken the NOC from Pune RTO before coming to Bangalore.

    Now that I want to return to Pune I talked to an agent there who said I'll require a clearance certificate from KRPuram RTO mentioning that I did not register my bike here.

    I went to the KRPuram RTO office and gave the NOC and original RC and explained to him. He simply gave back the NOC and said "get the bike registered here first, then I'll give NOC". Luckily a gentleman behind me mentioned that a document called "Non-Migration Certificate" would be sufficient.

    I was caught unawares as I didn't know the procedure and so roamed about in the office and found an agent. He took a white paper and wrote an application. I'll explain what he did below so someone can try it without contacting an agent

    I've attached a pdf of the application he wrote. The from address is the address on the RC book.
    He took the N.O.C, original RC and the latest insurance. He bought an envelope with a certain amount of postage stamps attached to it in a shop nearby.

    All of them are pinned and submitted to the A.R.T.O office. In the evening he called and said it is done. All they did is to write the below on the application I submitted. It was signed and two stamps of the RTO office are stamped on it.

    "The MV no: ____ not migrated to this office by way of trasfer or change of address as on <date>"

    He took Rs.1200/- for this and mentioned something about a peon doing the stamping etc.

    So I thought if friends are aware of this procedure atleast they can confidently approach and maybe get a better deal than me or even get the NMC

      This is a new thing I heard. When I enquired at Mysore RTO that if I bring the bike back to Mysore after taking the NOC (for Guwahati) and without registering it in Guwahati, then we can simply give an application to cancel the NOC at Mysore RTO. However, the corrupt Mysore RTO officials didnt issue me the NOC cause I didnt hire any agent and didnt pay bribe!

        Yeah, it should be as simple as that. If I had registered the bike in BLR then I wouldn't have the NOC !!. So If I go back to Pune with the NOC they gave then it means I did not use it. But still they require a clearance certificate.

          Hi All,
          I have a query regarding this- > I live in Bangalore and I guess the on road price of a vehicle here is more than any other place. So, If i get a new bike from Hosur( which comes in Tamil Nadu and is only 40-45 kms from my place) then it would be like 7-8k cheaper for me. Now, if i get a NOC from Hosur's RTO office then can I use the bike here without breaking any traffic rules ..... Please Help....

            Hi,

            I've got a couple of queries regarding this thread and so I thought that I'd rather complete what I started After I took the NMC and came over to Pune, I approached the agent who got me the NOC earlier.
            He took the NMC, the RC and was off to the RTO. He called me up two days later saying the NOC is cancelled. I was like, "That's all!, what's the proof, how can I verify?". He just smiled and said, "they updated the system and gave back your RC". To top it off here's the fun part. While giving me the NOC, they stapled the NOC to the RC on the magnetic strip. So I thought I'll get a new card now. But I was returned the old one back.

            Only recently I came to know that the digital cards are no longer being issued in Pune; back to paper Once in a while I remembered that episode and thought why I spent close to 6k and still couldn't confirm the status. Thanks to the recent VAAHAN sms thingy, I sent the sms and finally got a reply that the bike is indeed registered to me.

              Hey rav,

              thanks for the info regarding the NOC cancellation. I'm in the same condition as you and need to get a non-utilization certificate. Can you provide a sample format of the letter your agent submitted ?

              I'm not sure why but I don't see any pdf attached in your first post as you've mentioned
