What type of battery do you have. If its a acid battery. Check whether the distilled water level is low and also the charge in it. If it is low, then top it up and give it to recharge. And what is the frequency at which you are topping up the distilled water in the battery.

My ride is fz-s. it is around 2 and a half years old now, I tolerated the varying horn sound for a month and thought maybe it was the battery cause I put in a hid headlight recently. on the day it went absolutely dismal I rode home, took a screwdriver and opened the left hand switch assembly (a normal star head will do) to find lots of fine dust deposited inside. so i blew it with a vac blower and then put in some alcohol in the lower half so the connections get cleaned, left it to dry for half an hour and everything is good now. horn works at full chat on demand.

if the sound decreases while headlamps are on then check battery.
blow horn at idle and blow again with revving the engine and compare if any sound / tone change. If you notice change then check battery.
Check if the horn mount is not loose. if loose then tighten the nut where it is mounted with bike body.
otherwise clean the horn switch as mentioned above.

BTW only the battery may not be responsible. so if you find that it is related to the electrical system check the battery and also the charger unit. in my case i think my charger unit is faulty and it is not giving proper charge . even my electricals are screwed by a HID :X .

3 years is a ideal life of a battery. If a battery needs replacement more carbon will built up on its terminals. And frequent filling of distilled water also increases because when the battery becomes old it starts consuming more water. If u see both of these symptoms then your battery needs replacement. U can also check its volts in the morning (when a bike leave for whole night) with a multimeter without starting a bike. If it show current below 12v then your battery is weak. Also if u want to confirm, u can take that battery to the manufacturer service center and ask them for a gravity check. They will tell your battery condition in just a few minutes.
