I may be a bit delayed in answering this query. And I might not be able to answer it in entirety.

But, all I can say is, it is definitely possible to fit telescopic front shock absorbers on an Eterno. I have seen it here in Goa. Unfortunately, I couldn't locate the owner of the scooter to get more details.
