Couldnt get ur actual problem due to language usage issues.

If u are meaning that the gear lever didnt shift while u tried to upshift, it s perfectly normal in a new bike. Just wait till it completes the run-in.

Even while downshifting, u have to go down the gears gradually ; as the speed comes down. Else if u come to a standstill and then try to downshift, u can't go all the way upto neutral. Happens in any bike.

i think the prob you are facing is becoz of a less than complete engaging of clutch.. you are probably not depressing the clutch completely.. bcoz of which you are not able to shift less than and at 4k rpm .. but at higher rpms you can change gears..
this you can try otherwise too .. raise the rpm to around 5-6k .. and you would be able to change the gear without even touching the clutch...
So, moral of the story: engage the clutch carefully and totally.

it happens a lot when you release the clutch lever slowly.. try releasing the clutch lever at one go... that worked for me when i got my new 180...
