    I am in the process of buying it from someone. He has only the original RC book. Insurance and FC have lapsed. I visited the Jayanagar RTO with the RC book and i was told that i need to have a valid insurance(besides emission test) first before applying for FC. But apparently, i cant get insurance if i dont have valid FC. So i was told to apply for a Form B extract to be filled and shown to the insurance company upon which i would be give insurance for the scooter. I went to another counter for the Form B. The guy said that since the scooter rego details havent been entered in their system i need to write a letter for it, which i did. He took the RC book with the letter and gave me an acknowledgement slip and told to come back after a month.
    Today i came across online that Form B extract can be downloaded online or at K'taka/ B'lore One centres. Further more, i called a guy at National Insurance and he said that even a copy of the RC book is enough to get the insurance.
    So im really confused now as to what the RTO guy has said opposed to the the insurance employee.

    Can i please get help/guidance on this. Thank you

        Hi.
        The RTO guy is right.
        You need a 3rd party insurance for your vehicle.
        In this case, the insurance guys need the RC to verify the details of the vehicle and it's owner against the actual vehicle.
        They have no requirement for the FC to be valid & current.

        I underwent the same process for my Jawa 250 (1972) to renew my vehicle's registration which had lapsed apart from Green Tax which was also pending. The insurance HDFC ERGO profile was created online and insurance documents handed over in 5-6 minutes.

        My vehicle had only a Tax Book at the time which bore the details.
        The original RC was lost / misplaced ages back & validity was not current. I got the insurance & PUC.
        Submitted with the necessary forms and paperwork for renewal, transfer (to me from my dad), issuing duplicate RC. It all got done. No sweat no agent.

        Total 4 trips to the RTO (MH02)

        1 - to check the necessary documentation
        2 - to trace the original RTO records from 1972 (it was the MH02 & MH47 split transition period)
        3 - to fulfill the preliminary paperwork & show the vehicle
        4 - to collect the signed paperwork and submit the same

          Slightly offtopic, thanks for sharing your experience with the Andheri RTO. The last I was there was in 2010-11 and me being from Hyderabad, went through an agent for my bullet registration. I am really surprised they have actually helped you with duplicate rc without asking too many stupid formalities like FIR and other out dated laws to harasses genuine bikers.
