NOC from Delhi

Hello everyone

I m from Chhattisgarh and I recently came to know about a Yamaha RX135 for sale in Delhi. The current owner is damn lazy to ask the RTO agent for NOC. I heard somewhere that issuing NOC for 2 strokes by Delhi RTO is banned !! Is it true ??

If its possible then plz let me know about contact details of any reliable RTO agent who can get it done for me.

Aryan, You are from delhi na ?? Do you know some RTO Agent who knows the procedure and can get the work done ??
