This is an extremely intriguing project. What you can do is work out the costs of making a basic electric bike. Then depending on the taste of the user, further modifications can be added up.
I dunno about others, but I like the feel of a "basic" bike. And I don't mind being adventurous in having to keep adding stuff as time goes along. That way, the I'll also gets to learn and appreciate the concept and intricacies of an electric bike.

That electric bike will sure have way more torque than a ICE 600cc bike. I will gladly pay more than 2L for such a bike. Will sure be fun sneaking behind a 220 or Ninja 250. They wont even hear me coming
. At 10Paise/Km it will be almost free to run for me.
