    In a bid to adopt pro-active strategies to reduce pollution, the government is in favour of leapfrogging from Bharat Stage IV to BS VI emission norms for vehicles by 2020 even though the auto industry would like a more phased shift.

    The move by the petroleum ministry to upgrade to more environmentally compliant fuel will revise the road transport ministry's draft notification seeking rollout of BS-V compliant vehicles from 2019-20 and BS-VI from 2021-2022.

    The auto industry sees a BS VI rollout even by 2021-22 as "unrealistic" but can find itself under increasing pressure as the government grows more sensitive to green concerns in the light of adverse publicity over rising pollution in cities like Delhi as well as enhanced national commitments to check climate change.

    The road transport ministry hopes that an inter-ministerial meeting on Wednesday to resolve issues quickly and fix a timeline for rollout of better emission norms for vehicles will be able to take a decision.

    Senior Ministry Official said:
    "We will take a decision in the meeting. We have received view from different departments. Representatives from petroleum and heavy industries have been called so that a consensus is reached to implement the environment-friendly fuel norms."

    Euro VI norms set 80mg/km of NOx for diesel vehicles as compared to 60mg/ km for petrol one, reducing the gap between vehicles consuming the two types of fuel. The norms for carbon monoxide and particulate matter are similarly tougher for Euro VI compliant vehicles. The comparison between BS and Euro norms is more accurate for four wheelers than motorcycles.

    Sources said petroleum ministry has said that since the BS-VI fuel will be made available by the oil manufacturing companies (OMCs) by 2020 the BS-V emission norms can be skipped. It is estimated that that OMCs would need to invest at least Rs 60,000 crore for upgrading their fuel.

    Both oil minister Dharmendra Pradhan and transport minister Nitin gadkari have publically asked the automobile manufacturers to go to the next level to produce vehicle that have lesser emission.

    Meanwhile, the transport ministry is setting the stricter emission norms for two and three wheelers on the lines of European standards. But the manufacturers have been trying hard to ensure that the emission norms for vehicles under these categories are lenient.

      Thinking is good no doubt. Implementation is another thing though!
      But, the government should also emphasize on promoting electric and hybrid vehicles at the same time.
      A bike on the road is worth two in the shed.

        With all due respect to the good Intentions of the Government, I hope they plan to have the same Standards for the Public transport and also the Fuel quality across our vast country. Having a high quality road infrastructure and good traffic management will make a big difference in reducing the pollution problem plaguing all the major cities in our Country.

          Emission norms to get tougher by 2020

          In a bid to adopt pro-active strategies to reduce pollution, the government will be leapfrogging from Bharat Stage IV to BS VI emission norms for vehicles by 2020 as per a new draft issued by Indian government and this will implement for all categories of vehicles including two-wheelers and three-wheelers from April 2020 onwards. The new emission norms for two-wheelers will be equivalent to emission standards in Europe.

          According to government, NOx emission limit for BS-IV petrol car is 0.08gram/km but for two-wheeler it is 0.39 gram/km and 80% vehicles sold in India are two-wheelers and they emit nearly four times more oxides of nitrogen (NOx) than petrol cars.

          Euro VI norms set 0.08gram/km of NOx for diesel vehicles as compared to 0.06gram/ km for petrol one, reducing the gap between vehicles consuming the two types of fuel. The norms for carbon monoxide and particulate matter are similarly tougher for Euro VI compliant vehicles.
