I believe that if the RTO bans the use of aftermarket exhausts for sound pollution, they should also make sure that there should be a regulation on the ones that are available on sale. The ones on sale for modifications should confirm to the standards set by the government so that it is not a nuisance and also allow the owners to customize their bikes.

If the authorities are serious about lowering the cacophony on our streets, they should be devising better exhaust systems for auto rickshaws. These vehicles contribute far greater noise pollution levels than the odd loud bullet or bike.Ride To Live

Though I am deviating from the topic of after market exhaust, very simple act like removing the saree gaurd or the side view mirror makes the bike not worthy to be ridden on the road, as without these the bikes will not even pass the RTO check list.
But many people simply removes these both as soon as they get the bikes. Am not against RE's altogether, but those are major contribution to these activities now a days as the selling of these bike are always on the rising side.
With exhausts, there is a common belief that changing to aftermarket it will improve the performance of the bike, And louder the sound better the performance.[emoji36]
As some one rightly pointed out, the cops doesn't have the necessary devices or information to act on these issues. They have received order to catch of louder sounding exhausts or bikes with after market parts fitted to it. So they go with their eyes and ears to follow the orders.
The cops most of the time do not even know the bigger bike names which infact is written on the bike. Not blaming them for this, it's just the lack of knowledge on both the cops and the owners/riders of the bikes. Without improving the knowledge this will continue.
And coming to those who comment about the correcting/acting on the exhaust sounds or the noise/air pollitions of 3 wheelers and 4/6/multi wheelers first, it's my humble request to you, to not use this as an excuse for yourself [emoji120].
By the way I ride a CBR250R with all stock(including the sareegaurd[emoji12]), with additional pair of led headlights just below the stock headlight, which I use in highways or at times when I need those extra illumination in road.

All aftermarket modifications are banned- including exhausts. Somehow the bullet owners are feeling the burn of it. Cops have even randomly stopped me on road and declared that I am riding with modified exhaust- i have to then point out to the older model I am riding. A bit of argument later, I go free. Bengaluru cops are great...- Like humans, every bike is different.
