Almost certainly a fake race. For one, they do not talk about permissions. AFAIK any racing (street or track) has to have certain permissions.
They also talk about zero injury. This would only happen if,

They are using minibikes
They are using Luna/TVS super with biker in FULL riding gear
It is a merry go round...
It is a video game parlour with those Bike games!

Added later : There is a last date for registration, but where is the race date?

like what others have said, this seems to be a make money quick scheme.
