If you look carefully in that picture, 2 manifolds are coming out on this side of the black vertical frame. So I would presume the remaining 2 must be coming from the otherside of the frame. Other that that, you can spot most of the similarities between your pic & that pic, just that the other bike's crank case side covers are those aftermarket kind (like those made by Kuryakyn & others) and hence the Honda logo is not there.

Okies, then lets finalize it as a CB400F. If the mufler badges were abit more legible we'd be able to find the brand and look into it whether they produced 2 in 1 muffler pair's for the same. (BTW Even though it looks like Yonaka Racing, its not.)

That is a custom chopper, going by the design of the bike it must be built by hardcore choppers.
