Biking is not about what you have between your legs, its all about how well you use it!!!!!!!

OP - killer plan mate, love it haha, riding such a long distance on an activa
      best wishes.

can't say anything about the orissa state roads, but yes, the national highways should be fine...google map search suggested me a route which takes from bhilai the nh-6 (which in general is a first rate highway) until some place before bargarh at which it cuts off from the highway..i would suggest this one theoretically, as at least the first few hundred kms will be on the nh-6..after that, probably some people from orissa who've travelled in that part of the state may have better idea.

ages ago, when i was in high school, we (my family and i) had gone to puri from bhilai on car..back then, the orissa state roads that we'd had to take between national highways were solid and probably still are...so perhaps the state roads leading to berhampur may also be good enough..

these days i think most state roads are decent enough in every state (sometimes first rate too)...certainly for an activa, if not for something much faster.

monk - i am also from bhilai :P
