Without any doubt you can go for CBR250 .. in India we have 100cc's, but if you look at US/Europe, most people there start with a 250cc bike!! so don't worry about it, you will be fine! I know some of my friends learnt riding on Pulsar 180cc.Let's bring down the monster of corruption to it's knees.. please visit http://ipaidabribe.com/

Buy a used motorcycle & ride around for sometime to understand the dynamics & then its better to buy a NEW bike be it C250R or N250R or even FZ1.Skill is what keeps you on a Motorcycle
Awareness + Skill is what keeps you out of harm's way
ATGATT + Awareness + Skill means you might Live To Ride another day

cbr 250 r is a very rider friendly bike and easy to ride for beginners. however, as everyone else has advised... just get hold of one of your friend's bike... do some practice on shifting gears and get a hang of the of leaning, braking etc. within a week or so you will have enough confidence and better coordination to ride a cbr or any other bike with ease...
anyways you won't be able to do insane speeds (or should i say absolutely not!!) for the 1st 1000 kms as the bike would be under run - in period... which will give you more than enough time to understand bike well in terms of how it handles and braking and other aspects...
don't worry go ahead with it..
cheers,A quote by a toilet, " use me well, keep me clean, i would never tell anybody whatever i have seen.." :P

Ive always believed that if you are sensible, responsible and aware of your limits, you can easily start with any ride.and 25bhp isnt as all that big.You have already being riding scooters,so you know what it is like to be on road. Now just be responsible and take it slow.Understand your machine.
But if you are a very tensed rider and someone who isnt all that good at panic situations. Then get a smaller ride and then slowly upgrade.
Best of LuckSmoke rubber,not tobacco.
