IMO, based on test rides on both recently - the KTM is nothing special - while the Ninja 250R is pretty awesome.
If I was choosing between the two, the Ninja 250R takes the cake.
Yes, the KTM does have great looks and probably will do better in the city but that may depend on your skill level with the Ninja.
