Royal Enfield Electra Rear Fender Height

I'm planning to get an RE Electra 5s but one thing that bothers me is rear fender height.Can we reduce this height?if we reduce it will hamper the bikes stability,pillon rider comfort and stuff like that?and these things can be done by RE people itself?

I read the specs of this bike and under suspension it said 5 step adjustable pre load what does that mean??
