Hi Deep, you are good to go with Honda Livo. Has good design, smooth Honda engine and something which was not there in the Dream series - a disc break. Seat is comfortable for both rider and pillion.
Else, just increase your budget by a few thousands and get the Saluto. A more powerful bike but with almost the same mileage. Has the lowest carb weight among the 125cc genre with a very refined engine. Both the bikes will give you more than 60 kmpl.
Passion Xpro is there. But frankly speaking, I don't like it. But, if you are ok with it, can give it a chance.

You are worrying about spare parts so much as if the bike is gonna fall apart immediately after purchasing it.

Spares should not be a problem. Nowadays Yamaha doesn't have too many options in the commuter bike segment and are banking mainly on the Saluto. So, they will definitely stock the spares. Also, I don't think you'll have to worry about spares for an Yamaha unless you unfortunately crash your bike.

Go for Honda neo or Livo.. both share same engine.. Neo (if you are in budget) , Livo - if you like more style.
Spares are not a problem, there is a list of spare shops in major cities given in manual. Mostly you will need air filter, spark plug, brake shoes, engine oil. IN Chennai I get all these stuff around gp road

I think pretty much all the 100-110cc bikes would give 60kmpl. You can pick plain jane CD dawn to sporty Livo. It's up to you whether you give priority to look or not. You've already narrowed down to Hero and Honda. You don't like Splendor, leaving about a handful of models to pick. Test ride and see it yourself which one is more smooth. With this criteria I would pick either Dream Yuga Sports Red or Passion Xpro Metallic Yellow.

I like the splendor but i am worried about the reliability of the bike because the hero make some changes to the engine.

I don't know what the changes they made or how it affects the reliability. If you're worried about it, leave it out of the equation and check out the other choices. By the way, don't you think you could use boost of an 110cc bike? After all you have budget for that...

If you could wait a couple of months, the upcoming 125cc Super Splendor iSmart would be a wise choice. The i3S tech would give 15kmpl more than its competitors and you'll also have the extra power of a 125cc.

If you intend to buy the bike now and can't wait, I'd say go for the the Yamaha Saluto.

Go either for the Honda Livo or the Hero Passion Xpro. I have ridden both the bikes and felt both to be awesome. Refinement wise Honda Livo beats the Hero Passion Xpro, but considering your query I think you want a bike which has a very good service network and inexpensive spare parts in first priority, if so then go for the Hero Passion Xpro. If you keep the bike in a well serviced condition then you won't be able to feel any difference between engine refinement. Both the bikes return good FE, XPRO gets a +1 here, but the difference won't be much. If mileage is a big factor for you then go for the TVS Star Sport, refinement levels won't match the other two but its a good commuter.
